Requirements:

1. Stay in Shanghai for more than 6 months

2. Foreigners who hold residence permits for work, study or personal business

3. No criminal record during residence in Shanghai

Apply for a non-criminal record at the Exit and Entry Administration bureau

Documents list:

For foreigners stay in China now, 

1).The original of passport

2). The original of temporary residence registration in Shanghai

3). If entrust others to handle it, provide POA letter signed letter of authorization.

For foreigners stay abroad now.

1). Scanned copy of first page of passport

2). Scanned copy of exit/entry stamp page of passport

3). Scanning copy of passport visa page and residence permit page

4). Power of attorney notarized by the Chinese embassy

Please keep in the mind, after obtain the non-criminal record, then also need to do notarization in Shanghai notary Office.
